Founded in May 2023 by Rochelle Popyon and April Scott, co-founders of Black Hockey Mommies and the Panthers Ice Hockey tournament team, the 4th Line Foundation is dedicated to increasing access to ice hockey for BIPOC and underserved youth in Northern California.
